The Chartered Institute of Forensics and Certified Fraud Investigators of Nigeria (CIFCFIN) has released its highly anticipated Country Report 2023, revealing alarming statistics and recommendations aimed at combating rampant procurement fraud in Nigeria.

During a public presentation held in Abuja, CIFCFIN disclosed that an overwhelming 70% of the country’s procurement processes are marred by corruption, asserting that these malpractices infiltrate every phase of procurement.

 

The establishment of the National Procurement Council is critical

 

In a robust call to action, CIFCFIN emphasized the urgent need for a properly regulated and supervised public procurement system, stating that such measures could significantly mitigate corruption and curb the mismanagement of public funds. “The establishment of the National Procurement Council is critical,” the report noted, highlighting that the council – mandated by the National Procurement Act – has yet to be constituted, leaving a significant gap in oversight. The Institute urged all state governors to urgently domesticate the national procurement law to enhance governance at local levels.

 

Among the key recommendations outlined in the report were the development of clear guidelines for technical specifications, stringent quality assurance measures to prevent product substitution, and a systematic process for supplier performance evaluation. CIFCFIN stressed that adherence to these measures is essential to ensure that contracts are fulfilled to specification and that public resources are used effectively.

Dr. Dasuki I. Arabi, Director-General of the Bureau of Public Service Reforms, echoed the report’s sentiments, advocating for greater compliance with procurement laws. “Our aim is to prevent fraud before it happens,” he stated during the presentation. “By fostering transparency and accountability, we can ensure that public resources are managed in accordance with the law.” He emphasized that an effective procurement process is vital for the government to fulfill its commitments to the community, particularly in delivering essential services and infrastructure.

The CIFCFIN report further scrutinized the current state of procurement practices in Nigeria, raising significant doubts about the integrity of many contracts. The findings underscored the necessity for structured and accountable procurement processes to restore confidence in public spending.

 

The presentation drew a diverse audience of dignitaries and stakeholders, including representatives from the Economic and Financial Crimes Commission (EFCC), the Independent Corrupt Practices and Other Related Offences Commission (ICPC), and the Securities and Exchange Commission (SEC), among others. The event showcased the collaborative effort required from various sectors to tackle procurement fraud effectively.

 

Prof. Suleiman Aruwa, who reviewed the report, highlighted critical findings and actionable strategies for fraud prevention in public procurement. “This report is not just an analysis; it is a blueprint for reform,” he stated, emphasizing the need for immediate action to address the systemic issues outlined.

As the nation grapples with the pervasive issue of procurement fraud, the insights from the CIFCFIN Country Report 2023 provide a crucial foundation for reform efforts aimed at safeguarding public resources and enhancing the integrity of procurement processes across the country.
