In a bid to strengthen intergovernmental relations and enhance legislative efficiency, Engr. Ahmed Kadi Amshi, the Executive Chairman of the National Assembly Commission, alongside members of the commission, embarked on a significant working visit to Gombe State.

 

During their visit, they engaged with the deputy governor after taking out time to tour key developmental projects aimed at revitalizing the state’s economy.

 

Engr. Ahmed Kadi Amshi expressed admiration for the developmental strides under Governor Muhammadu Inuwa Yahaya’s administration, particularly applauding efforts to revive the culture of establishing industries which are crucial to the nation’s economic landscape.

 

The visit, he emphasised, aimed to foster closer ties with the state government and ensure alignment of state assembly commissions with established legislative norms, thereby streamlining operations for enhanced legislative effectiveness.

 

” The National Assembly Service Commission ( NASC) was established to ensure that the legislature is well managed by ensuring that qualified personnel are employed to man the assemblies. In the National Assembly Commission all our staff are employees of the commission. But what we discovered in Gombe and other states is that, the Head of Civil Service is still posting staff to work in the legislative arm. We appeal to His Excellency to consider this our request and grant autonomy to the State Assembly Commission to allow them perform their duties without interference”.

 

Highlighting a pertinent concern, Amshi noted the current practice of staffing in the legislature, where personnel are appointed or posted by the Head of Civil Service rather than by the Assembly Service Commission. He underscored the need for autonomy for the state Assembly Service Commission, urging the state government to consider granting them the necessary independence to optimise their operational efficiency.

 

During their tour, the delegation visited key projects,including the Muhammadu Buhari Industrial Park, the proposed three arms zone, and the trailer park. Engr. Amshi commended Gombe State for undertaking ambitious infrastructure projects that have significantly bolstered the state’s developmental landscape.

 

” We have taken out time to visit the Muhammadu Buhari Industrial Park, the trailer park and the proposed site of the three arms zone. What we have seen is an excellent work. Our observation is that maintenance culture must be put in place. The trailer park should have a hostel-like provision for accommodation and the types of toilets fitted in the Dankwambo Motor Park are in our assessment too advance for the kind of people that will be patronising them. We suggest a simple toilet system that they can be comfortable using them”.

 

In response, Gombe State Deputy Governor, Manassah Daniel Jatau,Ph.D, expressed gratitude for the visit and acknowledged the delegation’s constructive feedback regarding maintenance practices. He highlighted that the Muhammadu Buhari Industrial Park symbolises the state’s commitment to fostering job creation opportunities for its youth population and attracting investments aimed at boosting the state’s internally generated revenue.

 

“We are pleased with your visit and appreciate your observations. We will prioritise maintenance, as suggested, and carefully consider the autonomy issue for the Assembly Service Commission,” remarked Dr. Jatau.

 

“The Muhammadu Buhari Industrial Park underscores our dedication to providing employment opportunities amidst the scarcity of government jobs and creating an enabling environment for investment.”

 

” In Gombe State we apply the system theory where every body plays a vital role in contributing to the development of the state. We involve the Traditional Rulers, Community and Religious Leaders as well as representative of each sector of the society to ensure inclusiveness and this has been yielding a lot of results”.

 

The visit concluded with both parties reaffirming their commitment to ongoing collaboration aimed at advancing socio-economic development and legislative efficiency in Gombe State.

 

This visit by the National Assembly Commission signifies a step towards fostering synergy between federal and state governments, with a focus on achieving sustainable development goals and enhancing governance processes at the state level.

 

Among the national Assembly Service Commission members, were Senator Abubakar Tutare and Honourable Babagana Modu as commissioners, Northeast Zone, others were Hajjiya Yagana Bintube,mni, Director, Planning, Research and Library of the National Assembly Commission and Mr.Isola Olayinka, Assistant Director, office of the Executive Chairman.

 

The esteemed visitors were accompanied by the able Chairman of the Gombe State, House of Assembly Service Commission,Hon.Suleiman Abubakar alongside his permanent commissioners, which includes Alhaji Nasiru Haruna,Gafakan Dukku among others.

 

The the state Head of Civil Service, Alh. Ahmed Abdullahi Kasimu, and the Commissioner of Information and Ethical Orientation, Alh. Mijinyawa Tilde and Commissioner of Internal Security, Col, Abdullahi Bello, ( retired) were part of the historic event.
